Yes, you can calculate these forces with femm as long as the problem stays axisymmetric (i.e. the axis that goes through the center of the ring also goes through the center of the cylinder).  If the magnets are not in an axisymmetric (or 2D planar) arrangement, you'd need a 3D solver instead.
