Yes, FEMM supports complex permeability. The phi_hx and phi_hy parameters are angles that define the argument of the complex permeability. It is possible to define different angles in different directions to account for anisotropic materials. Anyhow, the permeability used in solving problems is mu_x * exp(-j*phi_hx) for the x-direction and mu_y * exp(-j*phi_hy) in the y-direction, where j=sqrt(-1).
