Shouldn't arc unless you have an inductor to resist rapid current change
that can give a high voltage spike.  Remember the equation

v = L*di/dt

Then you can get high voltage to arc over a resistor in series.
Use a resistor and no inductor and you won't see the high voltage.
Perhaps get a carbon rod of 1/4 to1/2 inch diameter or so for
the resistor and put a tap where you want it to limit the current.
