From my experience of designing and building high speed ON-OFF electromagnetic pneumatics valve made of 12L14 I can say that their magnetic properties are very similar to AISI 1010 or AISI 1020. You can use the data for these alloys with confidence to predict the results of 12L14. I am not sure about the case hardened layer. I suspect that because the layer is rich with carbon it will create high residual magnetic effects.
